Outcome of Expression of Interest: Invited to apply

Cotswold DC and West Oxfordshire DC have separately taken the decision to adopt the Community Infrastructure Levy (CIL) in 2019.

The process for managing CIL and collecting revenue involves a range of different functions within a local authority including forward planning, development management, land charges, legal and finance.  As a result, an organisational approach is needed to ensure that the process is streamlined, efficient and managed in a way that reduces duplication of data and effort.

We would like to undertake a Discovery to bring together a multi-disciplinary team to understand the hand-offs between departments, the triggers for key activities and the existing technology that is in place.

We would like to develop a business process that is scalable and flexible so that it could be shared across local government.

As a secondary activity, there is an extremely limited offer available in the technology market to support the CIL process and existing solutions are not scalable for shared services or operating across council boundaries.  We would like to understand if a generic case management solution could be used to support the emerging process and could be adapted to whatever digital platform a council is choosing to use
