The Council, in conjunction with partners, wish to actively support and provide citizens with access to online facilities and the necessary digital skills to allow them to fully engage in the digital world. There is a need for citizens to access services at a time that suits them. Citizens will need to be given the support to develop skills to use IT effectively. We need to ensure we support citizens to ensure that they have all barriers to digital engagement removed. Such as the ability to connect and use the internet and go online, to increase confidence and reduce the fear of crime and lack of trust or not knowing where to start online whilst understanding why using the internet is relevant and helpful. We wish to create a virtual learning environment (VLE) for technology skills training .The VLE could help citizens to enhance their lives by providing them with essential digital skills to overcome social challenges and address everyday digital tasks. We need to research what range of services are required by citizens, build a platform and populate with digital training ensuring that everyone regardless of age, income, or ability has equal opportunities
